The Adoptions Engineer plays a crucial role in supporting the Technical Team by managing the process of handing over completed roads, sewers, and public open spaces to local authorities and statutory bodies in line with Section 38, Section 104, and Section 278 agreements. Working within the technical or engineering team of a housebuilding company, the Adoptions Manager ensures that all relevant infrastructure meets adoptable standards and is maintained until final adoption. The role involves coordinating with site managers, contractors, local authorities, utility companies, and legal teams to ensure timely and compliant adoptions. Strong knowledge of UK highways and drainage adoption procedures, excellent project management skills, and a thorough understanding of relevant legislation and industry regulations are essential. Responsibilities and Duties Act as primary point of contact with local authorities, utility companies, and internal stakeholders. Review existing bond liability and identify where they can be reduced / eradicated. To focus on reducing these in a structured way, targeting quick wins and larger bonds in the first instance, whilst ensuring a programme for the removal of all bonds is maintained and updated accordingly. Manage the overall bond liability and identify the key triggers to facilitate reduction. Ensure the dates for these are clear and that all steps are identified and the necessary inspections and certificates are applied for, with required works undertaken in the most cost efficient and timely manner. Report regularly on adoption progress to senior management via the bonds tracker ensuring that all bonds are recorded and kept up to date – noting that S278, S38, S104, Deed of Grants, Pump Stations, POS and Management Company areas that are to remain private. Prior to new sites finishing, to work with the Production Department to ensure a timely issue of a maintenance certificate for both roads and sewers. To ensure adoption standards are met and the bonds are reduced at all available trigger points as soon as possible. Ensure all Health & Safety Method Statements and Risk Assessments are approved by the Production Director/H&S Group Department prior to commencing maintenance works on completed sites. Seek quotations for highway, drainage, M&E, street lighting and landscaping remedial works using approved Contractors as agreed with the Commercial Department Undertake tender comparison and analysis and submit to the Technical Director for authorisation Prepare and review annual cost plans/cash flow projections for adoption works in conjunction with the Commercial Department and Commercial Director for accurate closed site budgets. To ensure grounds maintenance contracts are in place for all completed estates and that they are reviewed regularly and are ceased at the appropriate time when such time adoption takes place. To ensure compliance with the CDM-EMS procedure during the arrangement of adoption remedial works. Arrange and review CCTV Surveys, As-Built Surveys, Streetlight Electrical Test Certificates, etc. and submit to adopting authorities as required. Liaise with the Senior Engineer and Development Managers to ensure that infrastructure agreements (S278, S38, S104, S185) and Deeds are in place to facilitate the timely commencement and sign-off of works Cultivate and maintain good, professional and respected working relationships with all external adopting bodies including Highways Authorities, Water Authorities, Councils and Management Companies. Assist on leading monthly update meetings with Local Highways Authorities and keep minutes up to date with any ongoing adoptions issues. Ensure team is aware of the bond overrun figures and timings. Provide guidance to internal teams (including Technical, Construction, and Customer Services) on adoption standards and best practices. Manage consultants or third-party engineers where necessary to support adoption deliverables. Ensure construction work is carried out to the correct standards, specifications, and technical approvals required for adoption. Carry out regular site inspections to monitor progress and quality of work. Identify and resolve any outstanding defects and manage remedial works during the maintenance period. Coordinate with legal teams to facilitate timely processing of adoption agreements and bonds.

As an Engineer with us, you support the Technical team in the early stages of residential development projects. This role focuses on pre-development activities, with particular responsibility for undertaking technical due diligence on new land acquisitions. You will assist in assessing site constraints, reviewing utility and drainage strategies, and identifying engineering risks and opportunities prior to purchase. Working closely with consultants and internal departments, you will help ensure developments are technically viable and aligned with planning, regulatory and commercial requirements. A strong understanding of civil engineering principles, infrastructure design, and current regulatory and statutory requirements related to residential development is essential. The role demands a proactive and collaborative approach, with a focus on delivering practical, compliant, and cost-effective engineering solutions. Responsibilities and Duties Assist in the review of layouts and technical reports for Land Appraisals; and required working drawings Complete the ‘Technical’ items under the new site due-diligence checklist for any new site acquisition – from speculative open market sites to strategic land. Obtain a full range of surveys including topographical surveys, underground service reports, asbestos, condition, site investigation, contamination assessments, structural surveys, party walls, ecological and other enquiries including budget quotes, costs and dealing with consultants and utilities providers. Brief engineering consultants on scope of design, which includes roads, sewers, private drainage, retaining walls, external levels, foundation designs any other substructures below DPC level either private or adopted Initial negotiations/enquiries with statutory bodies and utility undertakers on environmental, drainage, highways and other engineering issues when appraising land Co-ordinate and procure the provision of utility infrastructure and utility diversions to input into the land appraisal. Oversee the design and detailing carried out by externally appointed Consulting Engineer’s responsible for providing designs for new estate roads and sewers, including Section 38, 104 and S278 Agreements Secure adoption agreements; S38, S104 and S278 to suit the development programme Liaise with other departments from Land & Planning, Commercial and Sales to ensure that new site acquisition appraisals are as detailed as possible with all site risks and abnormals highlighted. Maintain a continuous process of evaluation of Consultant’s designs to ensure that proposals adhere to best practice in value Engineering Fee negotiation and appointment of consultants Assist the Land/Planning Department in attending pre-planning Design Team Meetings. Liaise with other Technical Team members and others as necessary to appoint upfront consultants under due-diligence scope of works such as Geo-Technical/Geo-Environmental Engineers, Civil Engineers and Utility Consultants to ensure full coordination within the department. Lead on internal department handover meetings to allow for commencement of a full working drawing pack ensuring a smooth transition from pre-development to working drawing design. Assist the Development Manager with any engineered based items that may be outstanding. Lead and chair monthly meetings with local Highways Authorities / LLFA’s to maintain a strong working relationship between them and Hopkins Homes. Maintain Scope of Services and regularly interview external engineering consultants to ensure a consistent approach to Pre-Development work is undertaken. Maintain the pre-development folder on both the Shared Drive and A-Site drawing management system ensuring all information and drawing outputs are saved/uploaded. Answering engineering technical queries. Liaise with other Technical Team members and others as necessary to seek the discharge of building regulations and planning conditions. Comply with responsibilities as laid down in the Group’s Health, Safety and Environment Policy. Assist where necessary the Senior Engineer and Adoptions Engineer with site adoption requirements such as S278, S38, S104, Deed of Grants, Pump Stations, POS and Management Company areas that are to remain private. Undertake regular site visits.

We have an opportunity for a Site Manager to join a talented team working from our Western region and based at our site in South Molton on a permanent contract.  Our Site Managers lead on the construction of a residential development including all associated pre and post housebuilding works. Ensuring that targets are met regarding Health and Safety, delivery against the build programme, quality, customer service and cost.  Responsibilities and Duties  Manage a construction site, to ensure the development is completed on time, to specification and safety regulations, while complying with company and construction build and quality standards.   Ensure all quality and safety inspections are within quality control standards and carried out in accordance with company guidelines.   Monitoring and controlling the cost of production, and approving payment to contractors and trades where appropriate   Initiating and attending plot inspections with the Local Building Inspector or NHBC, taking corrective action to ensure a minimum of RI’s/BRI’s   Facilitate communication and coordinate activities with external third-parties, such as warranty provider, local authorities and utility companies to ensure achievement of the build programme.  Maintaining accurate records for the development including but not limited to, Staff Inductions, Health, Safety and Environment, timesheets, incident reports, quality control checklists.   Co-ordinating labour and resources on site to deliver the build programme, and to proactively schedule in trades to ensure optimum delivery   With the support of the Contracts Manager, ensure the on-site construction team is fully resourced and well-directed, with clear guidelines to their own job responsibilities, and are provided with full support in achieving these   Ensure materials are called off in a timely manner and checked and stored in accordance with company guidelines.  Direct and supervise activity of the workforce, including all subcontractors, to ensure works are completed on time, to the desired quality standards and within budget.   Work cohesively with other departments across the Company such as Sales and Customer Care to ensure achievement of targets, for example prompt resolution of customer care issues and timely updates relating to plot progress.
